Justin has supported clients in securing 9% LIHTC, 4% LIHTC and tax-exempt bond financing, as well as a breadth of additional financing sources, including Federal Home Loan Bank AHP funds, New Market Tax Credits, federal Historic Tax Credits, HOME/CDBG funding, Covid relief funds and Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) funds. He has also assisted with securing operating subsidies such as ACCs, RAD, Section 811, and Project-Based Vouchers. His developments have been designed to a variety of green building standards, including Enterprise Green Communities, Zero Energy Ready Home, and Passive House and include both new construction and preservation developments.
In addition to his development work, Justin is active on the Housing Committee of the Philadelphia Association of Community Development Corporations. He previously worked as an intern at the Philadelphia City Planning Commission, performing analysis related to the City’s transportation and road safety initiatives. He graduated Magna Cum Laude from Haverford College with a degree in the Growth and Structure of Cities.
