Justin Marshall

Justin Marshall is a Project Manager II who offers both a keen eye for detail and a passion for creating high quality affordable homes. In his four years at Diamond and Associates, Justin has supported affordable housing projects through every stage from predevelopment to placed-in-service. His nine Low Income Housing Tax Credit closings have comprised over 900 units and $230 million in total development cost. Justin has supported clients in securing a breadth of additional financing sources, including capital funding via Federal Home Loan Bank AHP funds, New Market Tax Credits, federal Historic Tax Credits, HOME funds, and Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) funds, and operating subsidies such as RAD, Section 811, and Project-Based Vouchers. His developments have been designed to a variety of green building standards, including Enterprise Green Communities, Zero Energy Ready Home, and Passive House. In supporting projects through their construction periods, Justin has developed expertise at managing construction draws for developments with complex financing structures and multiple funders.


In addition to his development work, Justin is active on the Housing Committee of the Philadelphia Association of Community Development Corporations. Previously to his time at Diamond and Associates, Justin worked as an intern at the Philadelphia City Planning Commission, performing analysis related to the City’s transportation and road safety initiatives. He graduated Magna Cum Laude from Haverford College with a degree in the Growth and Structure of Cities.
